Аннотация

В статье исследуется процесс участия казахских депутатов Государственной думы (далее – Дума) Российской империи первого и второго созывов в обсуждении и практическом решении крестьянской колонизации Казахского края, носившей откровенно захватнический характер. Новизна этой части исследования заключается в том, что на основе привлечения ранее не вошедших в научный оборот фактических данных, в особенности официальных документов Думы удалось выяснить, что именно откровенное дискриминационное отношение к представителям казахского населения со стороны царских властей в конечном счете послужило главным препятствием т.н. «запоздалой включенности» казахских депутатов в законотворческую деятельность Думы первых двух созывов. В частности, ими искусственно затягивалась официальная регистрация избранных казахов в качестве членов Думы. В отношении же яркого лидера казахских политических сил Алихана Букейхана завели заведомо выдуманное уголовное дело. Подробно изучена и деятельность тех членов III и IV Думы, которые представляли те или иные политические силы и партии в империи. Особое внимание уделено исследованию политических платформ и позиций отдельных депутатов в отношении процесса насильственного заселения крестьян на общинно-родовых территориях казахских скотоводов. Лишение же имперскими властями т.н. «инородцев», в том числе и казахов, права быть избранными и избирать, последовавшее сразу после роспуска II Думы, достаточно красноречиво демонстрирует истинную колонизаторскую сущность политики российской короны, в том числе и в области земельных отношений и землеустройства.
