Аннотация

Мақалада Ресей империясы Мемлекеттік думасының (бұдан әрі – Дума) бірінші және екінші шақырылымдағы Далалық өлкені крестьяндардың озбырлықпен отарлауы мәселесін талқылау мен іс жүзінде шешу үдерісіне қазақ депутаттарының қатысуы әрі саяси іс-әрекеттерінің мән-жайы егжей-тегжейлі зерттеледі. Думаның алғашқы екі шақырылымына қазақ депутаттарын толық қатыса алмауының себеп-салдары бұрын-соңды ғылыми айналымға енгізілмеген мәліметтердің, соның ішінде, әсіресе, Думаның ресми құжаттарының негізінде жан-жақты зерделенуі ұсынылып отырған мақалаға тың сипат береді. Сөйтіп, аталмыш өрескел
жайттың бірден-бір себебі – патшалық биліктің қазақ депутаттарына ашық кемсітушілікке толы кедергілер жасағандығы ғылыми негізделді. Айтылған уәжбен сол кезеңдегі қазақтың саяси қозғалысының біртуар қайраткері әрі басшысы Әлихан Бөкейханға байланысты Ресей билігі тарапынан ойдан шығарылған қылмыстық істің қозғалу себебін де түсіндіруге болады. Сондай-ақ III және IV Думада көтерілген аграрлық мәселені, соның ішінде қазақ жерін крестьяндардың асқан озбырлықпен тартып алу ісі туралы жайттарды талқылауға тікелей қатысқан империядағы әртүрлі партия мен саяси күштердің депутат өкілдерінің саяси тұғыры мен көзқарастарына да талдау жасалады. Сонымен бірге II Думаның таратылуынан кейін «бұратана» жұрттардың, соның ішінде қазақтардың заң шығарушы империялық органдарға сайлануы және сайлау құқығынан күштеп айырылуы, түптеп келгенде, патшалық режимнің ұлттық аймақтарға, әсіресе қазақтарға да байланысты саясаты мен іс-әрекетінің шынайы отарлық болмыс-бітімін айғақтайды.
